The present Master’s Degree research describes and proposes a comparative analysis between the oriented policies to deaf people, human rights and accessible communication in Brazil and Argentina. The public and cultural policies are recent, the phenomena of deaf social movements, the laws and decrees which guarantee the accessibility for this part of the population, who are essential for the full exercise of citizenship, have become important tools to implement accessibility and social inclusion in different environments, disseminating the Brazilian Sign Language (LIBRAS) and the Argentine Sign Language (LSA). The special focus is going to be in the initiatives of television broadcasts for deaf people in the means of communication, not only from the point of view of programs but also in the reception of the deaf public. In Brazil, the programming on TV INES channel is going to be addressed, this channel is broadcast via internet. In Argentina, the programming for children produced by the channel Paka Paka for the public television that will be addressed. This dissertation is going to present the results of the documental and bibliographical research about the normative framework and the actions implemented in the media in both countries which aim at guaranteeing the deaf citizenship. This research is interested in discussing the effect of public policies in people’s lives, understanding how these television broadcasts are received by the deaf community.Nenhuma
