The objective of the research was to discuss, in an interpretative analytical process, the panorama of the Brazilian academic-scientific production on the Articulated Actions Plan (PAR). The proposal of articulation between the municipalities, the states and the Union in the realization of basic education diagnostics and the elaboration of action plans that could be developed so that the educational goals were improved was the striking point of the policy. The thesis presented here states that PAR is a recurring theme in the production of Brazilian Postgraduate Programs, in addition, the implementation processes are poorly theorized and discussed even in this national policy. The justification of the research considered identifying and knowing the work developed in relation to this form of educational planning, as well as pointing out the issues that still deserve to be investigated, as well as pointing out the issues that still deserve to be investigated. The proposed problem considered the expansion of knowledge and the growing need to legitimize public policies. The analysis involved the implementation of educational policies and their relations with public education highlighting how the PAR was understood and discussed in the academic-scientific productions in the period of 2007 and 2017. The theoretical reference was based on the contributions of authors that base the analysis of policies, the notion of educational planning, as well as studies that discuss the production of knowledge in educational policies. The research of a qualitative nature had as a methodological support the state of the art that allowed the systematic review of theses, dissertations, periodicals and the production in books in whole or in part. The descriptive and analytical strategy based on the data collection and recording procedures allowed us to list three dimensions of analysis: the first bibliometric that presents the construction and analysis of indicators on the production of PAR. The second dimension, scientific production, highlights the theoretical-methodological aspects of the research and identifies how they were produced. The third is based on the analysis of PAR as a public policy. This format made it possible to analyze how this educational policy was understood and discussed by the Brazilian intelligentsia, as well as to point out ways for new researches.Nenhuma
