O ensino médio politécnico: uma política pública no contexto da prática em escolas estaduais de São Leopoldo/RS

In recent decades, there are discussions about high school does not have its own identity by performing with a fragmented curriculum, dissociated from socio-historical reality and unattractive to your audience. The Law of Directives and Bases of National Education 1996 points to the need for restructuring this level of basic education. High dropout rates and failure deepen the problem and distancing the state from education for all. Faced with this problem the State of Rio Grande do Sul (RS), in 2012, proposed a recast in high school, deploying, in state schools, the "Proposal for Pedagogical Polytechnic High School and Professional Education Integrated to high school." The overall objective of this research was to analyze the implementation of the proposal in two state schools in São Leopoldo / RS and identify the impacts towards improving the quality of education in these institutions. The specific objectives aimed to: identify limitations and possibilities that schools faced in the implementation of the proposal; understand the reinterpretation and the strategies adopted in the context of practice in the perception of managers; check the flow indicators of behavior - approval, disapproval, avoidance - and performance - ENEM throughout the deployment. The research is qualitative in nature and use documentary sources, databases and reports of managers who have gone through content analysis. As a result, we realize that as limits, problems in communication, the proposal was not understood by managers, teachers, students and parents. Also, the lack of qualification of managers and teachers about the content and application of the delayed its implementation. The proposal came without a financial support for qualification of spaces and facilities of school buildings. We found a high dropout rate in schools surveyed. The proposal has its limitations, did not reach the citizen quality goals it has set itself, but contributed to the schools to rethink their practice especially regarding the emancipatory evaluation and integrated seminar.CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior
