A Organização da Educação Pública Municipal no Governo de Carlos Cavalcanti Mangabeira (1925-1929) no município de Bagé/RS

This is a study of the history of education in the state of Rio Grande do Sul, Brazil, more specifically in the city of Bagé. Our main aim is to understand the process which established of education politic in Carlos Cavalcanti Mangabeira’s municipal administration (1925-1929). This Educational Organization reaffirmed the republican principles of the positivistic philosophy of Rio Grande do Sul’s Republican Party in Brazil’s Old Republic period. It also implemented an educational project which recognized the fundamental role of education in the modernization of society and in the formation of citizens. The process of implementation of this system promoted the expansion of Primary, Secondary, Artistic and Physical instruction in the city of Bagé. In this investigation, we analyzed, in the light of historical criticism, documents such as Bagé’s intendancy and financial reports, letters, newspapers, laws, official decrees and acts. During the analyses, we realized that political crises occurred in the 1920’s in the state of Rio Grande do Sul led municipal administration to carry out adaptation measures and resulted in a political effort, by the state republicans, to reaffirm their symbols, beliefs and rituals, as well as the positivistic republican values. Carlos Cavalcanti Mangabeira’s appointment as Intendant of Bagé in the last decade of the Old Republic meant the maintenance of republican values and political hegemony in Bagé. It also resulted in the implementation of an education expansion project and the consolidation of the public education politic of Public Primary Instruction.CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior
