Atores e políticas públicas na reconfiguração do estado contemporâneo: análise dos programas de transferência de renda

This work has as object of analysis the “Social actors and public policies in the reconfiguration of the contemporary state: analysis oftheincometransfer programsas”. Its general objective is to investigate whether the programs of income transfer made effective by the federal government are able or not to minimize poverty in Brazil, raising people to a citizen status, citizens who are able to fully enjoy their rights in the society. In order to achieve this goal, the research is divided into for chapters, the first chapter is about the analysis of the contemporary state and citizenship, verifying if the Brazilian Federal Constitution of 1988 is a contract and which are the main rights to reach citizenship. In the third chapter there will be analyzed the social actors who are partof the Brazilian social context, aswell as the existing Brazilian public policies that make viable the reduction of the extreme poverty in the country. In the fourth chapterpoverty and inequality in Brazil will be studied, differentiating them and verifying what kind of social projects would be able to reduce them in order to (re)include these social actors. Finally, there will be analyzed the organization, the objectives and the templates of public policies of income transfer in Brazil and also how political participation is able to make the (re)inclusion of the social actors viable and reconfigure the Brazilian contemporary state. The methodology used for the completion of the work was analytical-deductive method, where we analyzed data from official websites and social indicators of the federal government. The object consists of the verification of income transfer programs as minimizers of extreme poverty. This work is justified by the fact that there is in Brazil to discuss the structural logic of society based on redistributive policies. Finally, it was found that these public policies, (re)include the actor allowing operation even in the context of the capitalist market allowing a dynamic economy, moreover there is a maintenance of democracy and the fight against poverty.
