The subject of this research was People Management in public organizations, and the object of the study was the subjectivity as active and integrated human dimension during the interaction between the servant and the work organization. The objective to be reached, besides well knowing the peculiarities and the diversification of the servants subjective reactions at work, was to search proper assistance to compose the organizational processes planning and to include it in the functional structure chart and organogram preparation of the public organizations. How have the People Management models, used in the Federal Institutions of Higher Education (FISHE), been affecting the servants? subjectivity? This was the guiding question of the research. Public management historical aspects, concepts from the theories of Administration and of the Work Psychodynamics based the theoretical discussion and the content analysis of this research, which is considered as quali-quantitative. We verified that the current management model contains only a few strategies to include the subjective necessities of the servants. The work suffering happens when the public sector normative is modified and it is not only in the subject intimacy, but it is also expressed in the work organization. The servants, in general, have partial comprehension about the impact of the current management models, and the others, who are already experimented during their professional construction, associate the People Management model with the technologization of the work environment. The approximation of the servants (managers and not managers) has been promoted by the complexification of the organizational challenges and this has been enabling the expression of the individual work plan. In studies about Motivation and satisfaction of the Desire at work, it is possible to find raw material to assist the construction of people inclusion models and their subjectivity, in People Management procedures. These models tend to be related with the predominant government ideology of a country and with the state of development of a society in a certain time.Nenhuma
