Planejamento e aprendizagem na implementação de políticas públicas: o caso da elaboração do planejamento de mobilidade urbana no município de São Leopoldo – (RS/ Brasil)

Abstract

The main objective of this research is to analyze the planning effects of a strategic and collaborative approach in the organizational learning, in the implementation of a public policy and in an urban mobility in São Leopoldo Municipal Government. Apart from the application of the Strategic Collaborative Planning, we analyze how the external and the internal environment, associated respectively with concepts of organizations that have learned to….as well as the educational cities, work cooperatively and also cause an impact in the leaning process. The study was based on Crossan and Homqvist’s concepts since they are complementary and explain respectively infra and inter organizational processes. We applied interviews to collect the present study data, through questionnaires and observation reports during the process.
