The present dissertation, Champion School: strategies of government and self-regulation, has as its purpose to problematize the discourses in the communicative materials and implantation of the Champion School Program, as well as the government strategies that are articulated in the Program and how it operates on the school and on the school citizens. The Champion School Program is a program of educational management, created in partnership between the Ayrton Senna Institute and Bank of Brazil Foundation with the objective of surpassing the mistakes of the school, the evasion, the repetition and the illiteracy through an efficient school management. The Program was implemented initially in 47 cities of all Brazil, between the years 2001 and 2004, in a partnership with the Municipal City halls and the Secretariats of Education.
