This work propose an analyse to the relation existence between the politic educational adopted for the government of the Administration Popularity (1997 - 2004), in the city Caxias do Sul, with the formation of theachers, and your implemention. On that form, searched verify what were the actions, advances and limits of this bid politic, using how support of investigation, the analyse of the documentation relative a politic educational defended for this administration, also the deposition of some theachers and manager linked a two schools municipals, increase for the relation of the some secretarys of education connected to this government. The methodology using for this work, framed in the presupposes theorycal of the dialetic, where supposing demonstrate an analyse of the phenomenons envolved in the project in the search inside of one context historic, consideration the contradictory elements wich make part of this reality.
