A promoção do desenvolvimento nacional sustentável: licitações sustentáveis na UniRV – Universidade de Rio Verde

Abstract

This research work has as its central theme the promotion of sustainable national development through bidding within the scope of UniRV - University of Rio Verde. The proposed subject aims to demonstrate the advantages of using the sustainable bidding procedure in the acquisition of goods and services at UniRV. The main purpose of this study was to analyze the Brazilian legislation regarding the sustainable bidding process in order to define how and with what practical instruments the sustainable bidding process can be implemented at UniRV-University of Rio Verde, considering the three pillars of the sustainable development: economic, social and environmental sustainability. In the first moment, a historical analysis of the concept of sustainable development was presented, at the international and national level, including the 2030 Agenda. Then, the main aspects of public procurement in the legal system were addressed, providing for the purpose and legal evolution, as well as as well as mentioning the bidding modalities and their principles. Finally, the sustainability criteria that exist and can be used in bidding were brought and it was concluded with the elaboration of a possible roadmap to facilitate the practice of sustainable bidding at UniRV.
