The present research aimed to investigate how an indoor film festival can generate cultural identification and move the local community, in a democratic and accessible way, based on the Penedo Film Circuit as a case study. The 2019 edition of the event was the object of analysis, since this work started from the principle that film festivals are face-to-face communication experiences and that they are products of the audiovisual segment, therefore integrating the creative industries, and that they are also important tools for approximation, diffusion, formation, and cultural identification through the cultural event and local community relationship. Elements promoted by communication were investigated as stimuli to generate a greater sense of cultural belonging, against the backdrop of affective memories that local residents have with the old film festivals that took place in the city of Penedo in the 1970s and 1980s. For this research, data was collected from a methodological approach that included the application of a questionnaire to local residents and entrepreneurs. In view of what was analyzed in this work, it was possible to conclude that the Penedo Film Circuit is an event recognized for its cultural importance to the city and that it manages to awaken a feeling of cultural identification and belonging in the local population, corroborating our hypotheses about the role of an indoor film festival for the regionalized development of cinema, culture and the creative economy.
