dc.description.abstract | The present dissertation aimed to identify the main practical points that can
collaborate with the internationalization process of Brazilian public universities, it was
also sought to exemplify the forms and guidelines so that these Higher Education
Institutions can start their own international development process. Initially, this study
explains its research method, after the introduction in the first chapter, where the nature
of this dissertation is defined, it can be classified as an applied research, because it
aims to develop practical solutions applicable to the Brazilian Public Universities,
especially the municipal ones. In the third chapter, the study started from the
conceptualization of the internationalization phenomenon and also worked on the
correlation between the concepts of globalization and internationalization. In this way,
we tried to show the urgency of implementing this process and how it can impact not
only institutional growth, but also social growth. In the same chapter, the study also
proposed to clarify the path, since there is no system or specific regulation for this. As
an example of a successful case study, we sought to demonstrate the characteristics
of UFJF - Universidade Federal de Juiz de Fora in the national and international
scenario, with its structural presentation and the programs that it has or has had a
participation in, such as, for example, the Student-Covenant program and the Science
without Borders program. The fourth chapter also explored the guidelines and guiding
principles of the Federal Government's "Future-se" Program as premises for the
beginning of the internationalization process. In the same vein, the structure of
CAPES's Strategic Guide for Institutional Internationalization was analyzed in order to
corroborate the delivery of this scientific work. In this line, it was sought to answer the
academic community what are the structuring elements to establish an adequate
internationalization process in public universities, especially municipal ones, in order
to increase their administrative autonomy through more independent means, that is,
creating their own international development plan. To do so, the author used mainly,
the bibliographical research methodology and also the documental research method.
The author's conclusion was that internationalization is a process that has the means
to leverage Higher Education Institutions, in order to place themselves on the map of
the globalized world, without losing time, in view of the rapid changes that technology
has caused in recent years. For this, it is intended to deliver a practical model with
actions and guidelines that Public Universities, especially municipal ones, can take to
start their own internationalization process (plan), counting, especially, with the
internationalization actions, the (self) evaluation matrix, the institutional profile in the
global scenario and the institutional structure suggested for implementation within the
