dc.description.abstract | Extension of deadlines and costs are common events in civil construction, especially
in public works. Studies are carried out at different levels with the aim of developing
methods and tools that contribute to the management in relation to compliance with
the time and cost previously established. The present study aims to investigate the use
of the Earned Value Management (EVM) method in the process that precedes the
bidding, as well as in the stages of contracting and execution, offering support for
taking preventive and/or corrective actions regarding the need for amendments to
deadlines and costs. The work analyzed three infrastructure works already completed,
which had extensions of deadlines and costs during their construction processes,
applying the EVM method to them. The result of the analyzes obtained in this study
indicates that the three works had the need for amendments to deadlines, costs, and
contractual readjustments, in different periods of their construction, evidencing that
there was not, on the part of the Public Administration, a preliminary analysis of the
technical parts and of its feasibility in complying with the signed agreements. In the
same way, the company that won the bidding process corroborated such preliminary
information to the project management, both in the identification of the projected
resources to be disbursed monthly and in the actual physical and financial progress,
having in the application of the EVM a support for taking preventive actions, prior to
the bidding process, as well as in the physical-financial management, during the
execution, aiming at mitigating the need for contractual amendments. | en |
