dc.description.abstractInnovation has been used as one of the main sources of development in territories, but it has a complex and intricate dynamic that is not yet clearly explained by the literature. The concept of innovation ecosystems helps to understand this process, because it brings a holistic and systemic view of the phenomenon. Given that most innovation ecosystems do not emerge spontaneously - but by the result of deliberate experimentation by different actors - the research approaches the theme through the governance structure and the elements that form it. Based on theoretical and conceptual evidence, the study proposes to generate a framework, with seven supporting propositions, of the evolution of the governance structure throughout the different stages of development of an innovation ecosystem in territories. The evaluation in the field is done through multiple case studies, with innovation pacts projects in the territories of Barcelona, Medellin and Porto Alegre. The study points "how" the evolution of the governance structure happens, considering governance contexts. The results show, among other aspects, the importance of using innovation pacts in territories with fragile government contexts, bringing a lower preponderance of the government in relation to the other actors in leading the ecosystem, and a lower tendency of discontinuity over time. A general understanding of these relationships and dynamics can support the processes of shaping new ecosystems in territories and generate insights for policy makers.en
