dc.description.abstractThe achievement of sustainable development integrated by environmental, social and economic pillars is a global concern, which motivated the preparation of the 2030 Agenda, composed of seventeen sustainable development goals associated with one hundred and sixty-nine targets, among them the goal of ending hunger and ensuring sustainable production and consumption patterns. Following global guidelines, there is a need for the Brazilian State to promote and achieve sustainable development in agribusiness, a relevant sector in the national and global scenario, especially considering the global projection of population growth. However, the question arises of how to achieve sustainable development in the agribusiness sector. Based on this, the objective of this work is to propose the structure of a think tank articulated by the university that can enable the development of public policies of sustainable innovation for agribusiness. Delineated as an exploratory and qualitative research, there was the use, through chronological and relevance selection criteria, of the database of bibliographic and documental material from Brazilian and foreign literature, mainly in the digital library of Unisinos and UniRV, which includes several platforms, among them EBSCOhost. The basic theory involved the Ecological Rule of Law as a State model to be adopted to achieve sustainable development. There was an outline of public policies on sustainable innovation for agribusiness and a survey of the agribusiness context, especially on the issue of pesticides. From this, there was the proposal of the structure of a think tank articulated by the university from the exposure of concepts, history, specificities and examples of Brazilian think tanks contained in the 2020 Global Go To Think Tank Index Report. Think tank as a non-state actor that uses strategies for the promotion of public policies before public opinion, the media, politicians and decision makers. We came to the understanding that innovations for sustainable development in agribusiness are necessary, innovations understood as sustainable, and that sustainable innovations, as the development of products or processes that may consume fewer environmental resources, that promote the health of individuals and that are financially viable for both production and consumption, require state action, either through tax incentives, subsidies for new technologies, government regulations, programs, plans and/or mechanisms for reducing the risks to which individuals are exposed, especially in the case of pesticides. Therefore, the action of a think tank, as a non-state actor, considering its form of action demonstrated in this work, proved to be able to promote the necessary interaction and integration between various actors for the advancement of sustainable innovation public policies for agribusiness.en
