From an analysis of Public Policies developed in Brazil in the last 20 years, it is possible to
observe the consolidation of important mechanisms for the promotion of audiovisual
production, such as the creation of the Audiovisual Law, the Audiovisual Sector Fund and
Law 12.485/11. Some of these mechanisms bring efforts to stimulate regionalization in
production and, consequently, the decentralization of resources between the different regions
of the country. Starting from this point, this research proposes to investigate how a policy of
decentralization of resources has been implemented in Brazil, through a case study of the
public calls for the Public Notice of State and Regional Financial Arrangements of Ancine, a
recent and innovative mechanism, which involves the increase of regional production from
the active participation of local public agents (states and municipalities), between the years
2014 and 2018. studies on Public Policies and the audiovisual segment. In conclusion, this
research points to advances in the program on certain fronts, but demonstrates the
insufficiency of the mechanism in regions historically invisible to federal public policies.
