dc.description.abstractThere are few works, within the discipline of International Relations (IR), that reflect on the effects of the development of Cyberspace and new digital technologies on the International System and all the elements that compose it. The lack of attention given to this topic leads to widespread misinformation, where even established academics end up developing erroneous and exaggerated conceptions about the functioning of the cyber world, which ultimately leads those responsible for creating public policies aimed at regulating the digital domain to make unfounded decisions that only create greater problems. Based on this, the objective of this monograph is to explore and discuss the main characteristics of Cyberspace, as well as reflect on how it affects the actions of States and non-state actors. The work was written through an exploratory methodology of descriptive nature, and was able to conclude that, despite being able to empower individuals and minority groups, the use of Cyberspace alone by activists or terrorists has an insignificant impact on the International System. However, the use of the virtual world can be valuable to those states that possess the knowledge and ability to manipulate it intelligently, especially if used to interfere in the political decisions of different nations.en
