dc.description.abstract | Innovation, as a symbol of the socio-economic development of the knowledge society, is fostered in all sectors and segments. State, market and community seek to balance their connections as well as the benefits and risks of new emerging technologies. A horizon that aims to promote a good society, which is based on the participation, with rights and duties, of all actors and the fulfillment of their desires. In this context, universal innovation models are developed that do not necessarily adapt to the Brazilian reality, making it necessary to think about national alternatives. Thus, the present study presents as a problem the possibility of developing an innovation ecosystem model that responds to the desires and needs of Brazilian society, strengthening actors and their interactions, considering all spheres of society (public, private and community), and that promotes human and sustainable development for local, regional and national socio-economic growth. As a hypothesis to the problem, a "responsive innovation ecosystem" is projected, conceived from the legal concept (art. 2, II, paragraph "a", of Decree No. linear, which aims at strengthening and interacting with actors from all spheres of society (public, private and community), as well as meeting the demands of its actors and seeking solutions that benefit the whole of society. This design of the responsive innovation ecosystem, the objective of this thesis, aims precisely to promote, in its space, a community of actors, who share values, regardless of their origin, and who, in their relationships, manage to develop solutions for the demands of Brazilian society. Therefore, the investigation of this thesis object will take place through exploratory research, with a qualitative approach, using the systemic-constructivist method, in which the researcher's observation starts from the communication between the system of Law and others. systems in a transdisciplinary way. In this sense, at first, it starts from the observation of the reality of the innovation scenario in Brazil, developing the actors, models and innovation spaces proposed in the Brazilian legal framework, focusing on the discussion on innovation ecosystems, spaces chosen as the locus of innovation. by federal legislation (Decree nº 9.283/2018), and in the presentation of the narrative of the construction of the innovation ecosystem of PRO_MOVE Lajeado, a movement developed in the city of Lajeado, in Rio Grande do Sul. Responsive innovation is the interaction and balance between the three spheres of society, the legal-theoretical contributions to the construction of a responsive innovation ecosystem from the public, private and community spheres are presented. With the contributions of these spheres of society, it was possible to build a model of a responsive innovation ecosystem, which seeks to strengthen the balance and interaction between all actors in society, adapting and meeting the desires of the different contexts of the Brazilian reality, considering which is an open and non-linear innovation model. | en |
