dc.description.abstract | This paper aims to discuss the development process of the app Cartório Amigo: O cartório que fala a sua língua, a tool that intend to make easier the access to registry information and notary services to public users of services. To reach the goal, the author used the technique of participatory observation, through which the observer seeks to question and understand the lives and needs of the individuals in question. In the case of the research developed in this dissertation, the understanding proposed by the observer intended to raise the difficulties and needs of the internal and external public of the services in which he works as a registrar, in the cities of Portão and Canoas, municipalities in the metropolitan region of the state of Rio Grande do Sul, Brazil. To support the argument about the importance of notary and registry services in the Brazilian judicial system, a brief history of its creation and evolution in the country is presented, as well as a comparison of the Brazilian system with other systems in different countries. The analysis is complemented with a survey of data on the use of technology, internet, and smartphones in Brazil, as well as the evolution of regulatory laws and the maintenance of the principles of privacy and legal security. This dissertation ends with a step-by-step presentation of the survey of the needs of the notary institution involved and the development and beginning of the implementation of the tool that aims to be an instrument for disseminating the laws, rights and duties of citizens. Finally, it presents the next steps to be extended for the effective use of the application in the notary service. | en |
