The present work aims to study the phenomenon of unbanking and payment fintechs as new mechanisms to promote the financial inclusion of these people. Unbanking is a global problem, which in Brazil reaches more than 20 million people and promoting financial inclusion has become over the years a strategic objective for the Central Bank of Brazil, which has recognized throughout its development the correlation between financial inclusion and economic development. Law 12.865/2013 established the principles and regulatory norms of payment arrangements and institutions, allowing new entrants to be authorized to provide financial services so far offered exclusively by financial institutions and that depended on authorization from the Central Bank of Brazil – BACEN to operate in the country. By observing global trends associated with fintechs companies, this market opening was recognized as an incentive to innovation, as well as sought to provide greater competition in the sector, benefiting the citizen in the face of the possibility that they would be provided with access to services that are more appropriate to their needs and possibilities of consumption. In the present work, the objective was to verify the relationship between financial inclusion and economic development, as well as the emergence of fintechs of means of payment in Brazil as innovative businesses, based on the role assigned to such companies as efficient mechanisms to promote the financial inclusion of the unbankeds. To this do so, they sought to establish their competitive differentials to the detriment of traditional banks, including mentioning successful experiences, as well as legal and regulatory aspects applicable to these companies.
