The capital goods industry is one of the main responsible for the technological development of a nation, since it encompasses companies that develop new technologies, equipment and machinery for other companies. By working with the highest technology, such organizations have a high degree of complexity. In addition, a considerable number of these type of companies are included in Engineer-To-Order (ETO) production systems. Such systems are bound to be uncertain due to the customization strategy which is generally directed to a scarce and unstable market. However, what justifies the use of such strategy is the value added by differentiation. Nevertheless, over time, these companies ceased to be exclusive, starting to compete in the market. As a result, the demands directly affected project scopes and these organizations started to compete more intensively on deadlines and costs. Based on that, the present study aims to analyze the problems related to ETO that can compromise the management process that seeks competitiveness, as well as leverage solutions to the identified problems. In this perspective, the proposal of this thesis is to develop a diagnostic model to classify the characteristic problems of ETO in the capital goods industry. For this end, a Systematic Review of Literature was carried out. The ETO problems were selected and correlated using a cause-effect relationship diagram. Thus, through the study of the relationships between ETO problems, a coefficient is proposed to calculate the potential impact of each of these problems. From the coefficients, priority vectors were generated to classify the problems by the AHPSort method. To evaluate the proposed model, three case studies were carried out and conducted using the Design Science Research methodology. The result achieved showed that all participating companies recognized the relevance of the new artifact, the practicality of application of the model and the diagnosis achieved.en
