Os (possíveis) impactos da gestão e do processo de planejamento na preparação da cidade de Porto Alegre para a Copa do Mundo FIFA 2014: o estado de exceção e a violação de direitos humanos, em especial do direito à moradia adequada.

Abstract

The preparation of Porto Alegre for the 2014 World Cup put in check the municipality’s capacity to administer the urban conflicts generated by the projects for this mega sporting event. Therefore, it is important to analyze the urban and social impacts generated by this event and the form of urban governance. In this spirit, understanding territory as a social and political fact shows the importance of the actions taken by capital and the state in this territory. The justification for the realization of this mega event are its positive effects for the building of urban infrastructure and for the development of various economic sectors, although when we analyze the past experiences we see that these urban projects result in extensive violations of human rights, especially in terms of the right to housing. These projects also do no include opportunities to generate investments that reduce social inequalities and improve the quality of life of the Brazilian population. Also in Porto Alegre, in order to have businesses that are working and construction projects that occur, it is necessary that the chosen areas are free of poor people, historical buildings, personal homes and secular trees. If we take into consideration the form in which the government of Porto Alegre has administered the actualization of public policies for housing in the city, within the context of the World Cup, in little time the city will be producing an ”operation cleanup” that could bring dire consequences for the lives of Porto Alegre citizens.
