This paper deals with a case study of making a strategic approach for structuring the Campus Master Plan of Instituto Federal de Educação e Tecnologia do Rio Grande do Sul (IFRS), specifically the case of IFRS- Campus Rio Grande. The study recovers the historical origins of the campus as a place of university education, the history of the federal technical schools, analyzes the structure and physical-spatial organization of the campus, the peculiarities of the campus Master Plan, through comparison between Brazilian universities plans and establishes minimum requirements Master Plans for such. This study analyses the description and evaluation of the current document management urban planning of Rio Grande Campus, named as “Diretrizes para o Plano Diretor do IFRS- Campus Rio Grande”. Finally, the study establishes indicative approach to restructuring the document " Diretrizes para o Plano Diretor do IFRS- Campus Rio Grande", aimed at by the analysis done, to propose indicative in order to obtain theoretical support and establish discussion focused on the preparation of the Master Plan of IFRS-Rio Grande Campus, which will be make in an interdisciplinary way, on the special committee and together with the academic community.
