Abstract

The dissertation for the task to obtaining an analysis and evaluation of the outsourcing of the activities of the State Department of Transit – Detran, to the Registry of Deeds and Documents – RTD, Santa Catarina’s State. It also aims to evaluate how service outsourcing can be better implemented as an instrument to apply normative determinations and principles of public services in an innovative way in the services of Detran / SC; identify the attributions exercised by the requesting and the service provider; to verify the legal compatibility of the tasks of the requesting and the service provider, especially under the implementing rules or llegal principles of regency; to address the legal feasibility of outsourcing compatible activities, due to the legal possibility of transferring all the activities of Detran competence without bidding, due to the degree of specialization of the service providers and the enabling by means of an agreement. gauge the economic and financial influence for the parties involved in outsourcing, as well as the advantages obtained and elaborate draft agreement to promote outsourcing.
