dc.description.abstract | This dissertation, developed within Teacher Education, Curriculum and Pedagogical Practices research line, analyzes the Circuito Campeão Program, implemented in the State of the Tocantins, Brazil, through a partnership with the Ayrton Senna Institute that initiated in 2004. This study aimed at understanding how the curriculum and pedagogical practices are materialized by means of the Program's proposals, as well as to emphasize the strategies that regulate them, considering that the concept of regulation serves as a way of organizing this study. Therefore, diverse documents were examined - including formal, curricular and pedagogical records -, considering that they influenced on the formalization of the partnership and on the development of the Program in the first years of Elementary School in Maranhão.
Such documents present some discourses originated from educational public policies, which are related to curricular policies that are present on the norms that guide and regulate the curriculum and the pedagogical practices of many state schools. In these documents, the adopted perspectives are neoliberal and represented through actions implemented by the educational management sector, in favor of the desirable results indicated by external evaluations of schools. This neoliberalist vision generates individualism and competitiveness between schools, teachers, students and other members of school communities. Considering these aspects, the proposal and the objectives of the Circuito Campeão Program were
characterized, by means of an analysis of the documents in accordance with the objectives of this research. The analysis aimed at understanding the way by which the curriculum and the pedagogical practices are regulated by the Circuito Campeão's guiding principles in the state of Tocantins. Considering that this research is part of the Curricular Studies theoretical field, the analysis was organized in three analytical categories: Curricular Policies, Pedagogical Practices and Neoliberalism. Through the analytical procedures, it was possible to understand the strategies that regulate the curriculum and the pedagogical practices in the State of Tocantins, through the Circuito Campeão Program, considering that these proposals are defined by the Program and daily developed in schools, in accordance with ability matrices
and monitoring procedures. Such strategies provide evaluations of classes and keep track of pedagogical processes. The conclusions of this study emphasize the importance of studying relations between curricular policies and neoliberalism. | en |
