dc.description.abstractIn a globalized and highly competitive economic environment, IT has emerged as a powerful weapon in the quest for competitive advantage. This situation has progressively driven IT investments to represent an increasingly significant portion of the budgets of organizations. As these investments grow, the requirement increase in proportion of the return. This return is directly linked to the degree of alignment of IT investments and actions to organization's strategy. As stated by Kaplan and Norton (2004), the success of this investment can be measured by the extent to which information capital supports the organization's strategy. Although the Legislative Assembly of the State of Rio Grande do Sul, as a public institution, is not subject to competitive pressures in the private market, is subject to pressures that come from other sources: on the one hand the federal constitution and the organs of control requiring efficiency, by the other hand the press and citizens demanding more and more significant results of the heavy taxes that finance the public coffers. In this way, this study aimed to evaluate and suggest a model of IT Strategy Map which would assist the Department of Information Technology of the Legislative Assembly in order to align their actions, projects and investments to the business strategy of the institution. To understand the object being analyzed this study relied on qualitative criteria, using the method of single case study through archival and field research, implemented primarily through interviews with the directors of departments of the Legislative Assembly of the State of Rio Grande do Sul, capturing their expectations for IT. In conclusion, this study proposed a model that respects the particularities of the institution and meets its key macro processes. The model was partially validated through a simulation of use and has great potential as a practical tool of strategic alignment to the Department of Information Technology.en
