dc.description.abstractIn the last decade, Brazil has witnessed and responded positively to large investments in the fight against poverty in the country. Poverty and inequality mark not only Brazil, but the entire Latin American continent, as a result of the processes of colonization, slavery and the implementation of a global economic development model. Understanding poverty as multidimensional, that permeates the economic and social, and perceiving work as an indenitary way that allows the insertion into the social environment and access to rights, the present work seeks to analyze the possibilities and limits of the public policies for productive inclusion of the social assistance public in the scope of the municipal management of Canoas (RS), from perspective of intersectoriality. Such analysis will be based on the complexity paradigm, from both theoretical and methodological points of view. The methodology was composed of semi-structured interviews and participant observation in participatory action research meetings with technicians and managers of Municipal Secretary of Social Development (SMDS) – denominated GT (Work Group) Methodological – and intersectoral meetings. The action which is investigated in the research involves the SMDS and the Municipal Secretary of Economic Development (SMDE) with the aim of a more effective implementation of the productive inclusion actions in the municipality. From the ex post facto research, it was possible to identify that the need for a systemic vision that comprises the integration between the sectors with a common goal was one of the great limiters of the process, besides the individualistic logic and sectoralization. The separation within the secretariats themselves in directories makes it difficult to understand the role of each sector. The GT Methodological made it possible the perception of the importance of collective spaces where there are exchanges of experiences and knowledge in a horizontal and democratic way for the construction of more effective actions. The research showed that managers had an interest in deepening the theme of IP and promoting intersectoriality. However, paradigm change is challenging and a number of barriers have arisen, such as the lack of physical, human and time resources, the precarious infrastructure, and the organizational form. Finally, the whole process contributed to a greater mutual understanding between the areas regarding IP, but intersectoral arrangements were not consolidated.en
