He work presents the Public-Private Partnerships (PPPs) as an instrument to potentialize public finances for urban development. Through bibliographic revision, it presents the process of the brazilian urbanization that produced unsustainable and expensive cities. Then, talks about the raise in status of the Municipality to federal entity, alongside States, Union and Federal District and the influence of this on the Municipality's competences and financing. Also presents traditional instruments of urban financing that are present in the City Statute like the Municipal Plans, the IPTU and ITBI and instruments for the rescue of the added values of the urban soil. Lastly, propositively, the work demonstrates new ways of use of instruments for the financing of cities like the mobilization of ISSQN by the Endogenous Local Economical Development, the financing by loans and the PPPs.
