Aims to identify and understand the political-pedagogical relationship between PPP and PROERD; understand the motivation of deploying PROERD; understand the meaning given by teachers and administrators to the actions of PROERD. The research is theoretical and methodological discourse analysis of the French, especially by Pecheux and expressed in Brazil by Orlandi, associated with the analytical model called Cycle Policy proposed by Ball and Bowe with reference to the writings of national Mainardes. It is a qualitative descriptive case study which data collection was done through interviews, document analysis and observation. Collaborated to study the manager and teacher at the time of PROERD. The analytical process inspired the organization of three categories of discourse analysis: the motivation that led to the implementation of the program in school, which express the meaning given by employees to PROERD and that permeate the PROERD interference on the PPP. The research indicates the prevalence of speech "Salvationist" and "legitimacy" of violence and indiscipline are "police cases", and "salvation" to "interaction" and discontinuity "the main meaning given by respondents to the PROERD, and finally, being a "discontinuity", the "structure" and "silence" the main factors for the occurrence of interference.Nenhuma
