O desempenho da política de HIV/AIDS e o avanço da epidemia no estado do Rio Grande do Sul

This study presents a performance analysis of the politics of Sexually Transmitted Diseases and its relationship to the advancement of the AIDS epidemic in Rio Grande do Sul (RS) in the period from 2002 to 2010. The research is justified by the fact that the RS has dominated the ranking of incidences of AIDS in the country since the year 2004. The study was initially based on the systematization of scientific literature in the area. Data collection was conducted through secondary sources of research in Department of the Unified Health System (SUS), National Health Fund (NSF), the State Health Secretariat of Rio Grande do Sul (RS-SES), Brazilian Institute Geography and Statistics (IBGE), epidemiological Bulletins and Incentive Systems Global Revenue of the Ministry of Health (SIRG-MS) to the knowledge of the following aspects: epidemiological evolution of the disease, changes in population density and use of financial resources in the program STD / AIDS. The analyzes in social indicators surveyed showed that there was a reduction of investments in prevention and treatment in the application and prioritization of resources in management in 2006, during which evolved incidence rates of AIDS cases by 9.6%. Already in the years 2009 and 2010 there was an increase in investment and prioritization of its application in the treatment, and the promotion of civil society organizations working in the AIDS sector, which coincided with a reduction in the epidemic's evolution. The research identified the existence of a direct relationship between the application range of resources and changes in the epidemiology of AIDS RS, which can subsidize public manager for preparation of budget planning to contribute more effectively to achieve the goals envisaged reduction the epidemic in the state.Nenhuma
