A política de descentralização da saúde: estudo de caso de Santa Rosa-RS, Brasil: 1993-2003

Abstract

This article presents the results of a case study of the health system descentralization to the local level implanted in Santa Rosa, Rio Grande do Sul, Brasil, in the period of 1993 - 2003. The study describes the policy of management and health attention using documentary data, quantitative information (secondary data), complemented by interviews. The results point out the importance of the community participation in the construction of the health system and also, drawing the central role, human resources strategy plays in the public health system – SUS
