Abstract

The complexity of the contemporary context has brought about a debate on the States crisis. As a result, its institutions and the fulfillment of its promises are questioned. Public administration is therefore challenged since it contains many of the problems which play a part in the critical situation of the State incapacity to respond to social demands. Hence, several reform proposals are put into practice, such as the managerial reform. Even though many other administrative reforms were made, the results were few. Thus, Brazil’s political administrative tradition and its influence on current proposals for changes in the management of Judicial Department must be considered, in order to investigate the underlying reasons to the development and to the permanence of its problematic panorama.
