| dc.description | [pt] A presente dissertação está dividida em duas partes. Na primeira parte, o objetivo da dissertação é avaliar a atual localização de postos de serviços ou facilities, tal como maternidade, escolas e postos de saúde. A avaliação é feita no aspecto da distribuição espacial com uso do software Arcview-GIS (Geographic Information System) e no aspecto da capacidade ofertada, identificando regiões onde há excesso ou escassez de vagas. Na segunda parte apresenta-se uma experiência prática resultante do uso das técnicas de Pesquisa Operacional. Propõe-se duas novas localizações: a primeira através do Algoritmo de Pizzolato e a segunda obtida pela Relaxação Lagrangeana/Surrogate para modelos capacitados proposta por Lorena e Senne (2001). O estudo foi aplicado na localização de escolas públicas do ensino fundamental na cidade de Vitória/ES, com cerca de 300.000 habitantes. São adotadas as seguintes hipóteses: que todas as crianças em idade escolar (7-14 anos), assim como aquelas fora dessa faixa, e que também demandam pelo sistema, devem estar em uma escola; que as escolas devem ter capacidade para absorvê-las; e que não há diferenças entre as escolas, possuindo todas o mesmo padrão de qualidade e, por isso, o critério de opção dos alunos é pela escola mais próxima de suas residências. Os dados requeridos incluem: mapas, setores censitários e posições da escola digitalizados; dados populacionais do censo e descrição da escola, especialmente sua capacidade. | |
| dc.description | [en] The present study is divided in two parts. In the first part, the objective of the study is to evaluate the current location of service stations or facilities, such as maternity, schools and ranks of health. The evaluation is made in the aspect of the space distribution with use of Arcview-GIS software (Geographic Information System) and in the aspect of the offered capacity, identifying regions where it has excess or shortage of school places. In the second part, a resultant practical experience of the use of the techniques of Operational Research is presented. It considers two new locations: the first one through the Algorithm of Pizzolato and second obtained by the Lagrangeana/Surrogate Relaxation proposal for Lorena and Senne(2001). The study it was applied in the location of elementary public schools in the city of Vitoria, a state capital with about 300,000 inhabitants located in the southeast part of Brazil.The following hypotheses are adopted: all population in the 7 through 14 years bracket has the right to study in a public school; that the schools must have capacity to absorb them; that does not have differences between the schools, possessing all quality standard and, therefore, the criterion of option of the student is for the school closest to his residence. Data required includes: maps, census blocks, and school locations, all in digital form; census population data and school description, specially its capacity. | |
