Given the increase in the flow of migrants into the country as a result of the humanitarian crisis in Venezuela, it is undeniable that we are facing a social phenomenon that changes social dynamics. Because of this, this article seeks to interpret the existing public policies on the matter, and from this interpretation, it seeks to analyze the meanings that the Colombian judicial system has granted to them. This paper develops under the assumptions that legal analysis is theory and praxis that interprets the legal reality through judicial activity, and through the change of meaning of the existing rules, sometimes induced by the legislator, sometimes suggested by international praxis, sometimes interpreted by the executive and the administration. And that the permanent creation of guiding principles that contribute to the creation of public policy is a daily task of the judicial activity. As a result, the document seeks to analyze the normative meanings of the existing rules on prostitution exercised by the migrant population in the face of the Venezuelan migratory flow, as well as interpret the judicial activity in this area and finally manage to present an analysis of public policy trends in the country.
