In the context of the energy transition, the generation of electricity with renewable sources is a challenge at the governmental, social, academic and industrial levels. Therefore, the transition to new business models must be a result of research and planning. Subsequently, the need arises to study the feasibility of implementing Renewable Energy Cooperatives (RECs) based on the production of electricity with photovoltaic systems recently promoted with the CREG resolution 174 of 2021 and the CREG resolution project 002 of 2021. Cooperative models have led to energy community initiatives significantly in several countries such as Germany, Spain and recently in Chile and Brazil. Through the study of the regulatory context on distributed generation and self-generation of electrical energy with photo-voltaic systems, , the purpose of this search is to find the viability of carrying out a project such as the Renewable Energy Cooperatives (RECs) based on photo-voltaic electricity production in Colombia. The expected results will provide relevant information to evaluate their potential and the future opportunities of citizen engagement in energy projects that are both socially and economically sustainable, that do not negatively affect the environment and locally invest in the welfare of all through transformation of the current business model and decentralize the energy production of big companies.
