| dc.description | El presente trabajo de investigación tiene como objetivo principal identificar la forma en que EMCALI EICE ESP puede garantizar la construcción y materialización del acceso a internet como un derecho humano a los estratos 1 y 2 en el Distrito Especial de Santiago de Cali. Para ello, los fundamentos conceptuales e institucionales del derecho humano y servicio público esencial y universal al acceso a internet en Colombia y el Distrito Especial de Santiago de Cali, D.E; seguidamente, se identifica la capacidad técnica y administrativa de EMCALI EICE ESP, para promover la conectividad; por último, se identifica el acceso a internet que actualmente ostentan los estratos 1 y 2 en el Distrito Especial de Santiago de Cali y las desigualdades presentes entre EMCALI EICE ESP y otras empresas en el mercado del internet. | |
| dc.description | The main objective of this research work is to identify the way in which EMCALI EICE ESP can guarantee the construction and materialization of internet access as a human right for strata 1 and 2 in the Special District of Santiago de Cali. For this, the conceptual and institutional foundations of the human right and essential and universal public service to internet access are presented; Next, the technical and administrative capacity of EMCALI EICE ESP is identified to promote connectivity; Finally, internet access currently held by strata 1 and 2 in the Special District of Santiago de Cali and the inequalities present between EMCALI EICE ESP and other companies in the internet market are identified. | |
