Plan de integracion de sistemas de gestion y su enfoque en la modernizacion de la gestion publica-Caso de estudio en la DVUCEPT-MINCETUR

Abstract

El Ministerio de Comercio Exterior y Turismo (MINCETUR) es el Órgano Rector del Sector Comercio Exterior del Perú, A través de la Dirección de Ventanilla Única de Comercio Exterior y Plataformas Tecnológicas (DVUCEPT) administra y opera la Ventanilla Única de Comercio Exterior (VUCE), que es la principal herramienta de facilitación del Comercio Exterior peruano. Esta herramienta permite realizar trámites digitales vinculados al comercio exterior, mediante un solo punto de acceso a través de internet. La DVUCEPT ha implementado varios estándares internacionales a través de las normas ISO (Organización Internacional de Estandarización) a fin de mejorar la calidad y la seguridad de la información de sus servicios que brinda. El objetivo de la presente investigación es determinar cómo debería haberse planificado e implementado la integración de los Sistemas de Gestión (SG) en la DVUCEPT entre los años 2021 y 2023 y su vinculación con la modernización de la gestión pública en los Sistemas deGestión de Calidad (SGC), Sistema de Gestión de Seguridad de la Información (SGSI), Sistema de Control Interno (SCI) y Sistema de Gestión de Rendimiento (SGR). También proponer un plan de integración de los SG implementados acorde con los estándares internacionales a fin de impulsar la modernización de la Gestión Pública con la actual tecnología digital. La metodología de este estudio de investigación fue de enfoque mixto con componentes cualitativos y cuantitativos de tipo exploratorio. La muestra seleccionada corresponde a integrantes del SGC de esta dirección. El muestreo fue por conveniencia. Se analizaron diversas publicaciones vinculadas a los SG. Los resultados evidenciaron que el MINCETUR a través de la DVUCEPT cuenta con un SGC, certificado con la norma ISO 9001:2015 y mantenido en pleno proceso de integración con otros SG como: el de SGSI en marco de la norma ISO 27001:2022 (en proceso de transición), el SCI y el SGR en marco de la directiva Nº006-2019-CG/INTEG y sus modificatorias y la directiva del Subsistema de Gestión del Rendimiento. Además, el MINCETUR cuenta con el Sistema de Gestión Antisoborno (SGAS), que comprende el Proceso de Gestión de Adquisiciones del MINCETUR que está en proceso de recertificación.

The Ministry of Foreign Trade and Tourism (MINCETUR) is the Governing Body of the Foreign Trade Sector of Peru. Through the Directorate of the Single Window for Foreign Trade and Technological Platforms (DVUCEPT), it manages and operates the Single Window for Foreign Trade (VUCE), which is the main facilitation tool for Peruvian Foreign Trade. This tool allows you to carry out digital procedures linked to foreign trade, through a single access point through the Internet. DVUCEPT has implemented several international standards through ISO standards (International Organization for Standardization) in order to improve the quality and security of the information of the services it provides. The objective of this research is to determine how the integration of the Management Systems (MS) in the DVUCEPT should have been planned and implemented between the years 2021 and 2023 and its link with the modernization of public management in Quality Management Systems (SGC), Information Security Management System (ISMS), Internal Control System (SCI) and Performance Management System (SGR). Also propose an integration plan for the SG implemented in accordance with international standards in order to promote the modernization of Public Management with current digital technology. The methodology of this research study was a mixed approach with qualitative and quantitative components of an exploratory type. The selected sample corresponds to members of the SGC of this direction. Sampling was by convenience. Various publications linked to SG were analyzed. The results showed that MINCETUR, through the DVUCEPT, has a QMS, certified with the ISO 9001:2015 standard and maintained in the full integration process with other QMS such as: the SGSI within the framework of the ISO 27001:2022 standard (in transition process), the SCI and the SGR within the framework of directive Nº006-2019-CG/INTEG and its amendments and the directive of the Performance Management Subsystem. In addition, MINCETUR has the Anti-Bribery Management System (SGAS), which includes the MINCETUR Acquisitions Management Process, which is in the recertification process.
