dc.description.abstractThe airport infrastructure theme refers the researcher to a sector substantially impacted by the most diverse national market, economic, social and political incentives. The recent advances in the level of investment, results of public privatization policies foreseen in the National Privatization Program, alleviated disturbances of globalizations and social pressures from a previous reality of precarious infrastructure, with low and inefficient investments and inadequate public service provided to airport users. Brazilians. The evolution of the State model was accompanied by the formation of the normative structure of the regulatory system, through the creation of regulatory agencies, making this one of the markets with the greatest normative structural change. It is noteworthy that these changes occurred abruptly, generating communication problems in the public-private relationship, which, due to regulatory excess and the need for quick decision-making, caused informational disorder and, consequently, inefficient time management between the appropriate regulatory framework and its regulatory function. In this small demonstration of the context and the problem that the research has the hypothesis of using technological innovation as a means of organizing information on this regulatory complexity in the airport infrastructure sector through the structural coupling between Law and Innovation, supported by the Federal Constitution, Law of Innovation and National Civil Aviation Program. For this reason, the general objective of the research is to create a prototype that organizes the technical-legal standards applicable to airport infrastructure projects. It is necessary to innovate so that it is possible to improve information access, manage time and efficiency in decision making, serving as an incentive for new investments in the sector. As specific objectives, the research intends to contextualize the airport infrastructure constitutionally and globally; once the scenario is understood, in the face of informational disorder, studying time in the formation of the regulatory system structure and consequently the inefficiency in the systemic operational function; finally, to propose a means to reduce this variable. Thus, through the structural coupling between the legal system and innovation sytem, it presents a digital platform for legal innovation for regulatory legal management. The methodology approaches Niklas Luhmann's theory of social systems and research technique of national and foreign bibliographic review; in the construction of the organizational prototype for digital innovation, the Design Science Research methodology. As a result of research, a digital platform based on software technology of the mobile application type developed and made available on Google Play in its beta version is presented.en
