dc.description.abstractCities represent a privileged context for the convergence between knowledge, technology, lifestyle trends, cultural activities and the spontaneous emergence of innovation and entrepreneurship groups. There are several scientific studies on how cities in the knowledge-based and creative economy are centers of convergence of knowledge and talents. That is, how they can attract and retain highly qualified professionals. However, most of these studies are carried out in cities in developed countries and mature economies. This research aims to analyze whether factors of attractiveness and retention of highly qualified professionals in cities, evidenced in other contexts, are explanatory for the Brazilian context. For this, a case study was carried out in the city of Florianópolis. For data analysis, categories of attractiveness and retention factors identified in the academic literature that form the theoretical basis of the study were used, such as: social tolerance, quality of life, entrepreneurship and innovation environment and education. It was found that the four categories in question are explanatory for the context studied, especially the environment of entrepreneurship and innovation. In addition, data from the research field revealed two other factors for the attractiveness and retention of highly qualified professionals: effective public policies and a sense of community. Finally, the research reveals peculiarities of each factor in the context of a Brazilian city, as well as describing a strong interdependence relationship between the factors of attractiveness and retention.en
