The Thesis presents an analysis of the implementation process of the National Professional Certification Board and Initial and Continuing Education – CERTIFIC Network, created in 2009 through the Ministerial Order number 1.082, in the Amazonas Federal Institute of Education (Instituto Federal de Educação do Amazonas - IFAM) – Parintins campus. Thus, it was used: the existing documental collection from the campus mentioned above, filed in the years of 2010 and 2012; the official document of the implementation guidance of the CERTIFIC Network (2010 – 2011); of the transcript of fishing workers’ narratives from the Community of the Remanso held in 2012 and the narratives extracted from the comprehensive interview, carried out with the IFAM professionals who worked directly and indirectly in the Program implementation process. Using as theoretical-methodological framework the Policy Cycle Approach, formulated by Stephen Ball and Richard Bowe, the thesis studied one of the contexts that is part of the input: the practice context. However, it did not overlook the interrelationship and the existing implications among all the other contexts of the policy cycle. Based on the empirical materiality, it was established as analytical categories: a) adhesion to the program; b) the networking and its contradictions; c) the education background of the implementers; d) the pedagogic organization of the work; e) the CERTIFIC learning and meanings. The study brings out the fact, among other aspects, that the implementation of the CERTIFIC Network Program occurred upon a context that was insufficient regarding the infrastructure and the availability of the campus having to be redesigned at diferent times of its implementation. However, the commitment and commitment of the team of implementers – buil in the development of the Program -, in the context of the ptractice, allowed it to succeed, one of the biggest being the dialogue between the diferente knowledge built by the biases of daily practice and scientificity.en
