dc.description.abstractThis research focuses on the theme of the action of the individuals involved with the establishment of public policies regarding to the Specialized Educational Assistence (AEE), to attend the person with disability/learning difficulties in the State University of Western Paraná (UNIOESTE), Cascavel. In order to find answers to the research questions, the main goal was to analyze the practices of the people involved with the development of sectoral politics in order to clarify the limits and advances of the logic of social recognition for the establishment of Public Policies. With this purpose, we intend to understand and identify the present advances and limits that can be revealed by the actions of the people involved with the institutional tasks to carry out the policies designed. The research problem involves the rights of people with disabilities in regard to internal issues in academic life and a set of social actors, intrinsically anchored in the prism of the expansion system of the welfare state. The methodology uses techniques of observation field, questionnaire application and interviews. Through the analysis of the contents, we seek to discern the tangles or connected points on the categories: Special Education policy; the concept of disabled people; the practices of social and state actors. With the content analysis, it was observed that public policy making is not given, it refers to self-awareness, others and institutional logic. For the changes in the social practices of the individuals involved with this policy, it seems primordial the development of the science of the other, facing its role and positional practice in the university. It is oberved that (AEE) in Unioeste is a unique experience, with significant advances in the attendance of academics with disabilities and with special educacional needs. However, for its improvement it is necessary to invest in the qualification of servants and the external community. Thus, to enjance the communicative flow between the sectors of this university and the Special Education Program with the executive and legislative power to promote the Special Education Policy for the Institutions of Higher Education of Paraná. From this perspective it is conceived that it is through the practices of the actors involved with this Policy within the university and to the actors who have links with political-economic and social determinations in the sphere of civil society, of the market and the State, that can advance or retreat in the process of social recognition of this segment in the university environment. These practices are inherent to the multiple and simultaneous co-determinations present in the social relations of men and women in the contemporaneity.en
