dc.description.abstractThe theme of this dissertation addresses to national public policies for local productive clusters. Currently public national efforts for these purposes of groupings of production display a noticeable expansion, whose intention is to contribute to a regional socioeconomic development. Under its applied nature, the search occurred from two countries, Brazil and Spain. In this sense, the universal goal of study understand the dynamic review of implementation of the national public policies to clusters, covering the national and international theoretical views in a way that contrast them with the dynamics observed in the countries studied, aiming to collaborate mainly to the development of public policy in Brazil. The methodology adopted represents a qualitative approach. From a bibliographic and documentary, experimental procedures, organized with the policies focus on composition, structure and interrelationship of the activities, theoretical orientations with interlacing the empirical cases of each country. The empirical research occurred through laws, bylaws, agreements, institutional documents and programs. Thus, the analysis showed an association between the theoretical development and empirical, assimilating direct relations between the countries. About the results, the findings showed that Brazilian and Spanish policies outlined strict manner do not demonstrate a conciliation with the theoretical statements, noting the limited participation of local and regional public spheres in the articulation of national actions with emphasis on the activities of operation in clusters and a restricted weight itself, monitoring mechanisms, in addition to the systemic organization for implementation and underplayed monitoring of specific measures. The unfeasible replicating of universal programs, as a theoretical consensus, has also integrated the results achieved but stressing the relevant reflection on the planning, the systemic vision and the scope of alternatives about these government measures which represents a scope of opportunities for the development of public policies of both countries.en
